What this means for your outreach: Philadelphia employs about 6 IT managers for every information security analyst, so a cybersecurity campaign here should test IT leadership titles, not only security-specific ones.

County	All locations	Finance	Health care	Prof. services
Philadelphia, PA	29,460	1,226	4,353	3,243
Montgomery, PA	26,711	1,902	3,402	3,725

Where the market sits: Philadelphia County and Montgomery County hold 36.5% of the metro’s business locations across 11 counties. Philadelphia County alone has 1,226 finance and 4,353 health care locations. The metro crosses state lines (PA, DE), so buyers here answer to more than one state’s rules.

The Pennsylvania law your Philadelphia buyers answer to

Breach of Personal Information Notification Act (73 Pa. Stat. § 2301 et seq.)

After a breach, companies must notify affected Pennsylvania residents without unreasonable delay. Breaches affecting more than 500 residents must also be reported to the Attorney General.

Why it matters for outreach: a question about the buyer’s Pennsylvania breach-notice obligations is more specific, and more local, than a general security pitch.

Who you’re up against

The metro has 3,624 computer systems design and related firms, 1,315 of them classified as computer systems design. Not all of them sell what you sell, but many are reaching out to the same IT managers.

What wins: a sector-specific opener. A health care buyer should hear a problem from their own work in the first sentence.
